I think the lack of birth certificate is the bigger problem. There are in place processes for getting a social security number as an adult. I don’t know about birth certificates though.
If you’re trying to not exist in the eyes of the government, why use the systems that are in place by the government? Shouldn’t this person be hiding in a cargo hold to travel outside of the country? If you’re evading the government, you gotta go all in.

What they probably mean is they’re trying to get a passport for their child and the passport office has told them that that’s no problem at all. In fact, all they need is a copy of the child’s birth certificate.
